CRME
The users committee’s mandate is to guard the rights of users of the Rehabilitation Centre Marie Enfant. The committee represents children and their families and also includes the residents committee.

Functions and Responsibilities
Article 212 as per the Act Respecting Health Services and Social Services of Quebec defines the users committee’s functions as follows:

  • Inform the users of their rights and obligations;
  • Foster the improvement of the quality of the living conditions of users
  • Assess the degree of satisfaction of users with regard to the services obtained from the institution;
  • Defend the common rights and interests of users;

Accompany and assist a user, on request, in any action he undertakes, including the filing of a complaint.

The users committee fulfills its functions by carrying out the following activities:
- Communicate to the CRME all situations that need to be corrected in order to improve their living conditions and service quality (ex: physical setup, schedules, food, treatments, etc);
- Communicate to the CRME any negligence experienced by users;
- Inform users of their rights, obligations and recourses, and assist users, on request, in filing a verbal or written complaint;
- Ensure the confidentiality of plaintiffs.

Important: The role of the users committee is not to process complaints, but to assist plaintiffs in filing a complaint.

Guidelines and Operation
Composition of the Users’ and Residents’ Committees:
The users’ committee is composed of at least 5 members elected by all users of the establishment whether it is the hospital or the rehabilitation centre.
The residents’ committee is composed of at least 3 members elected by the residents of the residential unit of the CRME.

Annual General Meetings
The users’ committee must hold an annual general meeting three months following end of fiscal year.
The purpose of annual general meetings is to:

  • Approve the users’ committee annual report that includes, if applicable, the resident’s committee annual report;
  • Approve financial statements;
  • Elect the members of the users’ committee;
  • Ratify, modify, amend or replace any bylaw of the users’ committee.
